What is a D-number?

A D-number is a temporary identification number for foreign nationals who need to work or interact with the Norwegian authorities but are not permanently resident in Norway. It is required for tax purposes, HSE card applications, and certain public services. Most foreign workers performing assignments in Norway need a D-number before they can start work.

All contracts with a value exceeding NOK 20,000 must be reported to the Norwegian authorities. The report should be submitted as soon as possible after the contract is signed, and no later than 14 days after work has started. Both the Norwegian client and the foreign contractor have reporting obligations. Your company needs a Norwegian organisation number to file the report.

Every company that awards a contract to a foreign contractor has a reporting obligation when the contract value exceeds NOK 20,000. This means the reporting requirement applies throughout the entire contract chain. The Norwegian main client must report its contract, and every contractor that hires a foreign subcontractor must report the next contract in the chain. As a result, multiple companies may have separate reporting obligations for the same project. Access Norway consulting handles the entire reporting process on your behalf, ensuring every reporting obligation is met correctly and on time.

Foreign workers must be registered with the Norwegian authorities before they can start work in Norway. This registration is required to obtain a D-number and includes personal details, employment information, and details of the Norwegian employer or registered branch. Access Norway consulting handles the entire registration process, preparing and submitting all required documentation for you.

Once foreign workers are registered and have received their D-numbers, your company can proceed with HSE card applications, tax compliance, and Norwegian minimum wage requirements. HSE cards are required for workers in construction, cleaning, and other regulated sectors. Access Norway consulting guides you through every step.

How long does it take to get a D-number in Norway?

The processing time for a D-number depends on the application method and the current workload at the Norwegian Tax Administration. While many applications are processed within 2–7 days, processing times can vary. Access Norway consulting ensures that all documentation is prepared and submitted correctly, helping to minimise delays and keep your project on schedule.

You will need each worker’s full name, date of birth, nationality, passport or ID details, employment contract, and information about the Norwegian assignment. The exact requirements may vary depending on the worker’s home country and the type of assignment. Access Norway provides a clear checklist and guides you through collecting the correct documentation.

No. Contracts with a value below NOK 20,000 are generally exempt from the mandatory assignment reporting requirement. However, foreign workers may still need to be registered with the Norwegian authorities regardless of the contract value. If you’re unsure which rules apply, Access Norway consulting will help you determine your obligations and handle the required registrations.

Failure to register employees or report assignments can result in fines from the Norwegian tax authorities. Unregistered workers may also be denied access to construction sites and other regulated workplaces. Serious or repeated non-compliance can damage your reputation with Norwegian clients and contractors, making it harder to win future projects in Norway.

Yes. We assist companies from across the EU, EEA, and EFTA, as well as the UK. This includes companies from Spain, Italy, Germany, Poland, Lithuania, the Netherlands, Belgium, and many other countries. The registration process is broadly similar regardless of the worker’s home country, although documentation requirements may vary. Access Norway handles all country-specific requirements for you.

Yes. Your company needs a Norwegian organisation number before employees can be fully registered in Norway and before mandatory reporting obligations can be completed. If HSE cards are required, employees must be registered before the cards can be ordered. If your company has not yet been registered in Norway, Access Norway consulting manages the entire process in the correct order—from company registration to employee registration, mandatory reporting, and HSE card applications.
