A Norwegian organization number is required before you can post workers to Norway, apply for HSE cards, or operate on Norwegian sites.
A NUF (Norskregistrert Utenlandsk Foretak) is a Norwegian branch of a foreign company. It is not a separate legal entity, and the foreign parent company remains legally responsible for the branch’s activities in Norway. A NUF has no minimum share capital requirement, making it a practical and cost-effective option for many EU/EEA companies entering the Norwegian market.
If you intend to carry out individual assignments in Norway or want the parent company to retain direct control over Norwegian operations, a NUF is the right choice. Any type of foreign company — with or without limited liability — can register. A NUF gives you a Norwegian organization number without establishing a fully separate legal entity.

A NUF is a branch of your existing foreign company—it has no separate legal identity and no minimum share capital requirement. A Norwegian AS (aksjeselskap) is a fully independent Norwegian limited company requiring a minimum share capital of NOK 30,000. For most foreign companies carrying out project-based work in Norway, a NUF is the faster and more cost-effective option.
If your company carries out taxable activities in Norway, VAT registration is mandatory once turnover exceeds NOK 50,000 within a 12-month period. In practice, most foreign companies operating in Norway need to register for VAT. This is also a prerequisite for applying for HSE cards.
